Council Meeting – 8th May 2024

To Members of the East Hanney Parish Council:

YOU ARE HEREBY SUMMONED to attend a meeting of the Parish Council

on Wednesday 8th May 2024 at 7.30pm

to be held in the Olde Hanney Room, Hanney War Memorial Hall

for the purpose of conducting the following business:

 

Press and members of the public:

Members of the public wishing to address the Council during the formal meeting must make the Chairman aware of their intention before the meeting starts. Under the Public Bodies (Admissions to Meetings) Act 1960, the public may be excluded whenever publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted. Members of the public wishing to record the meeting are asked to notify the Chairman of their intentions so that appropriate arrangements can be made for the recording, in accordance with the Council’s Standing Orders and Recording of Meetings Policy.

 

  1. Election of Chair.
    1. To elect the Chairman for the forthcoming year
    2. The Chairman to sign the Declaration of Office Form
  2. Election of Vice Chairman
    1. To elect the Vice Chairman for the forthcoming year
  3. To receive apologies for absence
  4. To receive any Declarations of Interest from Councillors relating to items on the Agenda

5.     To facilitate public participation with regard to items on the agenda.  Anyone wishing to address the Council will be given three minutes to do.  The public participation period shall not exceed 30 minutes.

  1. To receive updates from District Councillor.
  2. To receive updates from County Councillor.
  3. To confirm the accuracy of the minutes of the last meeting of the Council
  4. Update on the Clerk position and possible alternatives
  5. To review the Councillor’s Responsibilities.

11. Governance:

  1. To receive the Internal Audit report
  2. To complete section 1 of the Annual Governance and Accountability Return (AGAR)

  5. To approve the redaction of signatures on the AGAR and other documents on the website.

Car Park Incorrect Car Park Grid used, ODS to replace.

Retention being held until this is completed. Total adjusted order value £182,613.07 (net), total paid to date £173,482.42 (net).  Amount due on completion £9,130.65+VAT.

Requested this be done in the school holidays. ODS are waiting for the correct grid from the supplier (lead time 12 weeks). Must be completed by 1st September.
Bird Boxes At Cllr McKechnie’s house To be installed.
Noticeboard Installed. Disclaimer/contact details to be put in.  Cllr Aram has got the sign to put up.
Rosie B’s S106 Land Transfer Solicitors appointed.  Awaiting progress.

Land adjacent to Dandridge’s Close under a separate title deed.

Legal costs for land transfer to be paid by Vistry.

It is not possible for PC is to be a Director of the Management Committee.

Commuted Sum is index linked.

The play area will be taken over once the legal handover has taken place.

Fox Fox has been installed. Retention to cover outstanding items – awaiting Kompan to complete. Clerk emailed Steve Sylvester (Director) 15/4/24.

Kompan have now raised an order for works to be undertaken FOC.

Amount due on completion (£1230.77+VAT).
Cricket Nets Awaiting rescheduled date to June due to ground conditions.
Bin Repairs Shield Group have been given the tool and instructions. New catches to be installed by Cllr Green.
Biffa Bin New bin requested to replace one with broken lid
Defibrillator Awaiting installation following building works. Register on WebNos/The Circuit.
Height Barrier Quote from ODS accepted.  Moss Green confirmed. £2653.09 barrier + £550 signs to be invoiced separately from the car park/MUGA. Awaiting installation.
Land Transfer/Registration Clerk unable to find anyone who is aware of the agreement from the PC to take over the land on the A338 outside Dandridge Close. Clerk to write to OCC to request that they install the bus stop as selected by the PC in December 2020.
Title Deeds Title Deeds obtained.  In OneDrive Council address needs updating with HM Land Registry
Fruit Trees for Kings Leases Delivered and planted. Watering to be scheduled.
Art Bollards The artist is to design and creation of the features, the Parish Council will arrange for installation.

Request artists to send proposals to the Clerk and Cllr Green by 30th June 2024 to provide these for review.  Cllr Green to review these.

Clerk to communicate this to interested parties.
Holmes Gardens Hedging To be purchased (2024-04 item 10)

 

14. To consider next steps for village green spaces in line with the Neighbourhood plan, e.g. Bioblitz, funding options for enhancement etc. (Cllr Small)

15. To consider a suggestion for a ‘pavement’ on Halls Lane (Cllr Small)

16. To consider a suggestion for a traffic/highways safety mirror on the intersection between Halls Lane and The Green (Cllr Small)

  1. To consider a change to the management plan for recreation fields, namely the biodiversity element in terms of mowing etc. (Cllr Small)
  2. To consider the replacement of the Playground Gates (Cllr Aram)
  3. To consider the purchase of a PC accounts package
  4. To agree the purchase of gym equipment and installation using the Section 106 funds received:
    1. To agree the items of equipment.
    2. To agree the location of the items.
  5. To agree the purchase and installation of protection for existing fruit trees and new fruit trees on Kings Leases (Cllr Green)
  6. To agree the renewal of the website subscription of the “.org.uk” website to run alongside the new “.gov.uk” website at £594.

    1. To consider and approve invoices for payment and to review payments made since the last meeting:
